200,000 Beijing Car Owners Vow Not to Drive on World Environment Day

On May 28, officials from the local environmental protection administration, around 1,000 car owners and people from all walks of life made their way to Beijing’s Haidian Park by car, bus, bicycle, or on foot. They made the pilgrimage to participate in a campaign entitled “to bring back the blue sky to Beijing, let’s drive one day less every month”, which was launched by a coalition of 172 organizations, including news agencies, car enthusiasts’ clubs, “green” communities, “green” schools and universities. It is estimated that so far more than 200,000 car lovers have promised not to drive on World Environment Day.

The event at Haidian Park was bursting with warmth: wearing matching clothes, car fans signed their names on a banner featuring the slogan “driving one day less”; private car owners exchanged their experiences of using other forms of transport than their cars; and Beijing Environmental Protection Administration advocated reducing emissions caused by private cars, and entitled three Car Enthusiasts’ Clubs, such as Boletang-Qianlima etc., as “Environmental Friendly Car Clubs”. Mr. Du Shaozhong, the vice-president of Beijing Environmental Protection Administration, said that the event would help to promote the use of environmentally friendly transportation, to raise popular awareness of how automobile-induced pollution can be treated and prevented, to reduce tail gas emission and to improve air quality. The environmental protection department would provide various car enthusiasts’ clubs continuous support to further carry out this campaign.

The “to bring back the blue sky to Beijing, let’s drive one day less every month” campaign was launched on May 15, involving the cooperation of 112 bodies, including news agencies, car enthusiasts’ clubs, NGOs, and university environmental organizations. With 200,000 drivers promising to leave their cars at home on World Environment Day in order to bring Beijing a blue sky, it seems that the campaign has captured the attention of all corners of society.

By Cui Qingxin

The International Fund for Animal Welfare (IFAW) China office recently released a report that in a survey of 1,352 residents in Beijing, Shanghai, Guangzhou, Kunming and Wuhan, 31.1% consumed (such as ate or killed for medicine) wild animals.

The survey indicated that 42.7% of people believe all wild animals should not be consumed, while 29.6% believe livestock wildlife animal can be consumed. 9.1% of those surveyed believe the use of wild animals for Chinese medicines, health products, and cosmetics is acceptable, while 4.2% believe wild animals sold in markets can be consumed.

Through this six-month investigation, the organization surveyed the level of wildlife-protection awareness and of attitude and behavious of wild animal-consumption by Chinese urban residents. GVB Joins the Commonweal Campaign--“For More Blue Sky Days in Beijing, Promote a Car Free Day per Month”

On May 12, Ms. LIAO Xiaoyi, president of Global Village of Beijing (GVB) was invited to record a programme Access to 2008 by the Beijing TV Station (BTV), and the topic of this show is “For More Blue Sky Days in Beijing, Promote a Car Free Day per Month”. Initiated by Beijing Municipal Publicity and Education Center for Environmental Protection, this campaign aims to improve the environmental awareness of Beijing citizens, encourage car owners to drive less, reduce energy consumption and decline pollution from tail gas.

On the recording spot GVB workers demonstrated publicity posters of last year’s Car Free Day, and volunteers from Friends of Nature (FON) also laid out their team flag in “Beijing for Bikes” Project.

At the beginning, the host also talked with a senior professional in car industry, who held distinct opinions from Ms. Liao toward the booming car industry. In the view of Ms. Liao, the increase of private cars is continuously destroying the urban environment and abundantly consuming resource of several generations. Moreover, direct victims of tail gas are not drivers but citizens who don’t drive private cars. Besides, the ownership of energy and roads is equal to everyone, but the development of private cars destroys such social equity. Therefore, only by greatly developing public transportation, restricting the development of private cars and calling on every citizen to join in the environmental protection team can we walk on the road of sustainable development.

A leader in “Beijing for Bikes” project, FON used data to present the great environmental amelioration in the capital if car owners drive one less day per month. A car owner in movie industry was invited on the stage as a guest, who argued that he had to drive frequently due to his work. However, many audiences on the spot, including a driver, advised him to drive less or travel by taxi. Finally he was willing to join this campaign of Promote a Car Free Day per Month. And all the audience expressed their points of view to guests and hosts.

Movie Making and Environmental Protection

Summary of “The Promise” Affair

On April 12, news broke that the filming of The Promise had left a hidden danger: local beauty spot Bigu Tianchi Lake had been destroyed.

When the crew filming The Promise arrived at Bigu Tianchi Lake one year ago, they were warmly welcomed by locals. However, an unexpected, and unwanted, surprise awaited the unsuspecting locals – by the time the crew had left, the once-proud scenic spot had been completely destroyed. Rubbish such as food boxes, beer bottles, plastic bags and raincoats laid in place of the original sea of azalea flowers. The mess was compounded by artificial steel frames and an old wooden bridge constructed during filming, and left behind afterwards.

On April 18, People’s Daily criticized the disaster caused by The Promise and called for strict punishment of those responsible for this act of ecological destruction.

The recent controversy over the destruction of a scenic spot in Yunnan by the team behind the filming of The Promise film-making team has attracted widespread attention. Li Changhong, writing in today’s People’s Daily, questioned the integrity of the film crew when the sea-like Mountain Azalea appeared in The Promise, as a beautiful hundred year-old azalea is in practice hard to recover. Could watching The Promise replicate the beauty of natural sightseeing? Who could remedy the situation?

On May 9, vice minister of Ministry of Construction attacked the environmental destruction caused by The Promise crew

The Promise film-making team destroyed a local natural scenic spot while making the film at Bigu Tianchi Lake in Yunnan.” Qiu Baoxing, vice minister at the Ministry of Construction, hit out at the recent damage to scenic spots and the urban water environment caused by The Promise crew in his thematic report at the “International Seminar on the Treatment of the Water Environment at Urban and Scenic Spots” in Hangzhou on May 9.

On May 11, The Promise affair stimulated environmental protection legislation: scenic spots will no longer allow unregulated on-location film-making

New “Scenic Spots Management Rules” have been drafted. At present, the draft is proposing suggestions and advice, and it is hoped it will be implemented within this year. The newly implemented “Rules” will implement a stricter responsibility system. “If anyone/any organizations destroy scenic spots’ resources, they will be punished by the application of considerable fines.” The new “Rules” will determine the responsibility of local government officials neglecting their duties……

On May 11, Chen Hong, the producer of The Promise, pledged to offer funds to restore Bigu Tianchi Lake.

The Promise film-making team’s activities disfigured the landscape at the beautiful saint mountain and lake—Bigu Tianchi Lake. On May 9, Qiu Baoxing, vice minister at the Ministry of Construction strictly condemned the crew’s behaviour, raising the intensity of the affair. Afterwards, Yunnan Construction Department had despatched an investigation group to survey the site. The Environmental Protection Bureau of Yunnan Province also asked the Environmental Protection Bureau of Diqing County to conduct an investigation. Chen Hong, the producer of The Promise, complained that the film-making team had already signed an agreement with the local government and offered the necessary funding for ensuring the recovery of the destroyed environment. She also went on to claim that the landscape of Bigu Tianchi Lake had actually recovered from the crew’s activities even before April 30th……

On May 12, China reported the destruction at Tianchi Lake by The Promise crew to the World Heritage Conference.

In addition to leaving rubbish around Tianchi Lake, as reported by the media yesterday, The Promise film-making team also painted many trees yellow at Yuanmingyuan Garden, to create an autumnal effect while filming scenes there two years ago. The trees have already died as a result of the painting. Highlighting the plight of the trees, an insider at Yuanmingyuan Garden stressed that they were damaged in the process of meeting the requirements of the film crew.

On May 13, Yunnan Diqing County officials stated that The Promise crew didn’t offer Tianchi Lake any compensation.

Recently, Chen Hong, the producer of The Promise, reassured the media that sufficient funding had already been offered to local authorities to compensate for the damage at caused by the film crew at Tianchi Lake. Hong had asserted that the money was definitely enough for the recovery of the lake’s environment. However, yesterday afternoon, Li Aiming, who was a leader of the support team on The Promise, claimed that Chen Hong offered neither any compensation money nor even any so-called camera facilities!......

On May 14, the Environmental Protection department determined at the first stage that The Promise film-making team was responsible for the destruction of the environment at Tianchi Lake.

Zhu Qingxiang, the head of the Environmental Assessment Department of the State Environmental Protection Administration of China, announced the initial results of the investigation into the destruction of the environment by The Promise film crew. The on-site investigation carried out by the Environmental Protection Bureau of Yunnan Province indicated that the activities of The Promise film-making team directly led to the destruction of the local environment……

On May 15, UN officials investigated Tianchi Lake, a well-known scenic spot in Yunnan, destroyed by The Promise film-making team.

Ma Suhong, an administrator at the National Key Scenic Spot Management Administration of Three Rivers of Yunnan Province, and Jing Feng, a Chinese official at the United Nations Educational, Scientific and Cultural Organization (UNESCO), carried out an on-site investigation at Bigu Tianchi Lake. Ma Suhong said The Promise film-making team’s construction in Bigu Tianchi Lake was not officially approved in line with regulations……

On May 18, movie industry insiders expressed their regret over The Promise affair and intention to launch a “Green Advocacy” campaign.

China Film Artists Association cooperated with film industry representatives, domestic film and television bases, and the tourist sector, and announced its plan to launch a “Green Advocacy” campaign, calling on film and television program makers to raise their awareness of ecological protection. Producers and crews were called upon to respect and care about local environments when filming, and to act as role models for the development of a harmonious society while continuing to make films and TV programs to a high standard.

According to the environmental destruction recorded in Yunnan by The Promise film-making team, on May 12, the Ministry of Construction particularly issued the “Note on Strict Limitations on Activities Including Film and Television Program Production in Scenic Spots”, and required local governments to greatly restrict film and TV program production activities in scenic spots.

Source: the Ministry of Construction???

Recently, Zhou Shengxian, the administer of the State Environmental Protection Administration of China, seriously committed the whole society to an environmental influence assessment. He stated the environmental influence assessment was to be carried out in order to coordinate the economic sectors of society with sustainable development as well as ordinary people’s interests. We should use the environmental influence assessment to promote environmentally optimized economic growth, and vigorously promote historical transformations of environmental protection. He also highlighted 7 elements of the commitment: convenience and efficiency for people, openness and transparency, acceptance of supervision, self-control, fairness and equity, strict examinations and approval standards, and reinforcements of test and checking procedures.?

He expressed his hope that we will live up to the commitment and obtain people’s belief and credit. He noted that failure to live up to this commitment would be seen as dishonesty and that the implementation of the commitment should not give rise to any contradictions. We should guarantee that we will live up to the commitment through internal, industrial, systematic and social supervision. Once having caused a problem, no matter who was involved, he/she should be strictly punished and no longer be indulged.
